You just pointed out the difference between 145 and 121.
True 145, you rts above items/criteria.....out on the line to rts an aircraft, you'll need an A/P lic. Like I said, look it up.
This controvery has been going on for years. I asked Bill O'Brien (he was a frequent contributor to AMT Magazine, FAA official and an advocate of the profesion) many years back if an A&P is needed on the line. He told me that for all intensive purposes it is, even though the FARs are not clear on this. Here's why, to operate under FAR 121 the carrier has to present their maintenance plan to the FAA and if they included a plan that did not have A&Ps doing the work they probably would not approve it. So it may sound good to say that they could have just one guy sitting in an office with his certs signing for all the work in reality such a plan would probably not be accepted by the FAA. I dont know of anyone who has done it this way in the US.

As far as guys bumping to the line from the bases I agree that the company plans on looking at the bases as a source of A&P mechanics for the line. Look at the TA we rejected and thats plain to see. Most of the gains were targeted towards the line and Horton has been running around break rooms on the line saying that the line wages are not the problem, the base is.
Sort of confirms that I've heard in the past. Horton doesn't want the O/H business.

Well, like Strike said earlier, it's really a moot point. American, as well as every other carrier I know of, requires an a/p ticket to work the line. And I don't really see it changing.
