The company cant call a strike, they can impose a new CBA or lockout the employees, and the union calls a strike, and that would be a release from the NMB, the NLRB has nothing to do with workers who are unionized under the RLA.I can't imagine the company calling a strike against itself should there ever be a release from negotiations by the NLRB ...

You sir, are correct.I am confident in saying he was calling the TWU the company and saying they were both the same. Why would the company (TWU) call strike against itself.
