It might smell good for 141, but for 142, we smell rotten fish.

I know the man that wrote the alliance and I stand by my words, even Mike33 got the same answer from the NMB that the IAM and TWU have been forthcoming with.

Yes, the major point of debate seems to center on formation vs representation.
 
Any union can form an alliance with any other, and the NMB has no say or jurisdiction over how such alliances are formed, however when said alliances are looking to gain certification as a CBA then the NMB has full jurisdiction on the matter of representation.
 
Whats important to understand is that the NMB will only oversee whats presented via filing for an election/certification.
 
Normally, absent the alliance in this merger, you'd see the IAM present a filing, and the TWU a filing of their own.  If both IAM & TWU had a sufficient showing of interest, the NMB would call for an election between the two unions, and any intervenor which also produced a sufficient showing of interest in the window allowed for such filings.  The winner would receive the certification.
 
Now in this case, the IAM & TWU are not filing seperately, they're filing as the alliance, as one entity, not two. Therefore, the NMB will act on the alliances filing and with a sufficient showing of interest, call  for an election.  Now since there is only one entity (IAM/TWU) filing, if there is no intervenors then thats all you would see as a CBA choice on the ballot ..... the IAM/TWU alliance. 
 
The AA/US membership had no say or input on the formation of the alliance, but they will have a say on whether or not to use the alliance for representation

How bout you Josh, anything yet? I sent an email out 12-1-13, followed up with phone call today 12-4-13 @ 10:30. Could be out to lunch with difference in time.

First of all it has not been 2 weeks. Secondly, I have been iced in without services. Thirdly, I did receive a phone call last Thurs from Mr. West's assistant who said he has been out sick and he will return my phone call Mon morning. Don't worry your little self Mikey, I will post the results...

The International Association of Machinists and Aerospace Workers (IAM) today announced it declined management's invitation to participate in the “new” American Airlines’ opening bell ceremony at Dallas/Fort Worth International Airport celebrating the carrier’s first day of stock trading on the NASDAQ.

“Make no mistake, this airline has ignored and disrespected IAM members at US Airways by its shameless refusal to settle a fair contract,” said IAM District 142 President Tom Higginbotham. “To stand there with American’s management and pretend there are no labor problems and celebrate ‘one airline’ would be an outright lie.”

IAM members at US Airways have been in contract negotiations for almost three years. The carrier’s management, headed by Doug Parker, who will assume the reins at the “new” American, has refused to settle new accords with IAM members at pre-merger US Airways. Earlier this year, the IAM requested a release from contract talks from the National Mediation Board (NMB), a federal agency, which, if granted, could lead to a strike.

“This is a merger in name only,” said IAM District 141 President Rich Delaney. “As long as this management team refuses to settle a fair contract, approximately 32,000 employees will remain separated and the merger’s synergies will not be realized.”

The IAM and Transport Workers Union (TWU) formed an alliance earlier this year, the TWU-IAM Employee Association, to jointly represent mechanic & related, fleet service and stockroom employees at the new airline. The agreement stipulates the TWU-IAM Association will request a single carrier determination from the NMB, a pre-requisite to integrating unionized workforces. This request will only occur once contracts are settled for IAM-represented workers at pre-merger US Airways. Workforce integration will be delayed for approximately 32,000 workers at the carrier, by far the largest percentage of the combined workforce, until the airline settles agreements with the IAM.
