you are correct as the IBT contract being amendable at this time,what you fail to tell everyone that under the RLA it too could very well still be under negotiation by 2009. (nice omission)

actually,lack of participation is noticed on a national level in most union circles....somewhat of a phenomena especially when successful participation reaps benefits to all who come.
why this lackluster thing? hard to tell.times have changed...people should be required to read union history as it seems we are heading back into the scenarios that our forefathers found neccessary to fight and organize.it will most likely get worse with a national average of union participation around 12%.

as you can see there are different types of merger
