Sorry, no what you have hi-lighted is a part of one sentence out of a whole paragraph, The PORTION of the sentence which you have hi-lighted in red, is followed by another sentence which says that this doesn't prevent the company from making changes to administration of the pass policy.
 
But the changes cant changed the above language in the same article.

Do you realize the AFA still represents PMUS and have all ready filed a grievance against the change?

And if the APFA fails to enforce the CBA the can be sued for DFR.

I'm must insist that you stop beating this dead horse, the only reason I could think of that this ever made its way into any contract was out of simpathy. For those who were displaced during you last BK. And now it is time to pay the piper. For those who are commutting its time to move within 90min travel time by ground. The last state of he company address Doug Parker hosted, all of witch were recorded on video, were cut up into short vids that DP answered questions, and the one I was interested in was about, yep you guessed it. non-rev travel.
I with I could previde a transcript but again the FCFS is company policy now and by the summer will be for you and the fine people in all work groups at US.
