There were many attempts to negotiate. Parker said many times it was a moot point because of the NIC debacle. You and your kind are just ticked because we wouldn't roll over on the NIC. We never got a contract but it was wasn't for lack of trying. To state otherwise is just stupid. Nobody wanted to stay on LOA93 but sometimes you just have to play the cards you are dealt.
