There are two separate issues that need to be addressed. The short-term issue is to get the job done, regardless of who does it (provided the person who does it is qualified to do so; I don't want a ramper overhauling the engines). The long-term issue is to get rid of the deadwood so that there are fewer of the short-term issues to address.
