Based on what you are saying, it would appear that the Union is unable to check management from "unsafe" working conditions. So which is it? Union has influence (thus it isn't solely Management discretion and the Union is culpable) or the Union is powerless (so why bother paying union dues or filing complaints)? You cannot have it both ways.
