The ramifications of a bone head move like that would be huge. We would turn in to a world pariah. I would bet that China and Russia would become quite scared of our willingness to us nukes for what ever reason and I would not be surprised if the two of them would launch a preemptive strike on the US to prevent future use. Then there would be world embargoes and who knows what else.

But it's a moot issue since as 777 said you would never get congress or any officer to go along with such an insane decision. Odds are you would be impeached for being mentally unstable for even suggesting it.

A pre-emptive strike is one to take out the adversaries capability. You cannot take out the US capability. Hence the strategic triad......Boomer's are quite suited for pre-emptive strikes BTW.

If the authorization came down, it would happen. Morality doesn't play well into military decisions. Constant training and practice is what makes it happen when the go is given.
