I believe the reason us waited so long is becuae in some areas the storm moved thru rather quickley. NY had a few aircraft and holding at the time of the storm and one had to divert due to low fuel and the other was told to hold as long as he could, due to the fact that in areas that already had the storm cleared up enough for operations. To our surprise 5 minutes before the last aircraft had to divert LGA cleared enough for the aircraft to land. From then on we were good for operations and getting 1 diversion from BOS from DCA when they closed for the night. While I see some stupid things often I have visited OCC and now understand why some things are done that way. It may look good for us but there is much behind the curtin that must also happen(MTC position/CRR position). Not defending the decisions due I have had my share of bad experiences. I also agree that the coding should be handled now with DLYD/XLD flights, they inacurate wayyyyy more than they should be.
