The west still doesn't understand that a federal judge can't get inside of a unions bargaining process. USAPA has every right to continue with DOH and negotiate C&R's. Freund warned you guys and you didn't listen. USAPA can't bargain anything with the army.

I think you are missing Silver's point of settlement discussions. Her order requiring the defendant to enter into discussion with the plaintiff is a very interesting approach when the 9th took great aims to steer clear of interfering with an internal union dispute. Before anyone assumes too much into what she intends to do, or even has authority to do... think it through.
USAPA should schedule a meeting with the NMB ASAP. The NMB has to be made aware of what Judge Silver is trying to do. She can't make USAPA bargain with the army.
