I will say , that I know someone, personally, who has purchased food-stamps/snapcards @ $200 cash for $300 worth's of foodstamps/snap card and have read in various articles where snapcard recipients will sell said card, then report it lost or stolen and receive a brand spanking new one !
And in my book 1 is a lot, when it's the taxpayers dime !

So you don't know how many it actually is. It could be a few, could be 'a lot' what ever that word means (50%, more, less, some where in between .. or as in your use .. at least one person) and you have no source to back up your claim other than a few articles (not even 'a lot' of articles to back up your claim of 'a lot' of abusers
