There is definitely a place the airline wants to maintain as their target for negotiations and although I agree with your analysis, I also believe there is a plan in place to make the current publicized proposal as a baseline and there will be a better option coming as they hear the feedback from the floor.
For instance, there are some that have pointed out the deicing piece and the pay rates (speaking on the TWU Fleet side). To me, their big item would be the IAM medical. So, what happens as we complain about the pay rates and the deicing and the next proposal has the UA +3% with the 2.5% annual raises and they grandfather the large stations with the deicing work? In order words, they check off some of the things we currently don't like. It leaves the leadership in a tough spot as some Members would want to see the entire package since their current concerns have been addressed.
The IAM side may also see some improvements in the pension piece, for instance, or some other aspect they deem important.
Would we be able to hold everyone together if some of the current negatives are erased?
It would be easier for Maintenance to hold their nose because they face much bigger systemic changes that directly affects a much larger percentage of their population.
Maybe it doesn't happen that way, but if it does, sure hope everyone is would be ready and talking about different possibilities only helps us in staying in front of the process rather than become reactive.
