Yes agreed absolutely and at one point CS'ing was almost unlimited. The last change made it that you can only do 2 back to back doubles in a week. But you can pick up PT shifts unlimited. 3 way swaps and only 24 hour notice to work or be off. 

It is better but you are correct it is a policy. Actually it saves the Co. money becuase more times people work who are not topped out for those that are.
