Most thugs ARE pretty well equipped. Here in the rougher parts of KC the thugs are cruising in M1's with Howitzers.

Well Dell....the gun's not the problem...right? And we need to focus more on the mental state of the the person using the gun rather than the gun itself...right? So if Joe Blow citizen is deem mentally incompetent, should we let him have a gun? Why would mentally incompetent veterans be any different? Splain that. And if we let mentally incompetent people have guns, what have we done to reduce the problems of gun violence?
Joe blow deemed mentally incompetent by a decision by the VA , not found incompetent, and now said citizen (in this case a Vet) has to spend his limited life savings in court fighting a decision by a bureaucrat, not a court of law. You should be proud of your stance relating to our returning soldiers.
Why do you think out of 127,000 reported to NSIC, only 185 have fought? MONEY???

"© Medical opinion. Unless the medical evidence is clear, convincing and leaves no doubt as to the person's incompetency, the rating agency will make no determination of incompetency without a definite expression regarding the question by the responsible medical authorities. Considerations of medical opinions will be in accordance with the principles in paragraph (a) of this section. Determinations relative to incompetency should be based upon all evidence of record and there should be a consistent relationship between the percentage of disability, facts relating to commitment or hospitalization and the holding of incompetency.
"(d) Presumption in favor of competency. Where reasonable doubt arises regarding a beneficiary's mental capacity to contract or to manage his or her own affairs, including the disbursement of funds without limitation, such doubt will be resolved in favor of competency (see § 3.102 on reasonable doubt).
(e) Due process. Whenever it is proposed to make an incompetency determination, the beneficiary will be notified of the proposed action and of the right to a hearing as provided in § 3.103. Such notice is not necessary if the beneficiary has been declared incompetent by a court of competent jurisdiction or if a guardian has been appointed for the beneficiary based upon a court finding of incompetency. If a hearing is requested it must be held prior to a rating decision of incompetency. Failure or refusal of the beneficiary after proper notice to request or cooperate in such a hearing will not preclude a rating decision based on the evidence of record."

You got me here, this is such a nonissue and apparently hasn't been abused to any extent that you'd think a couple US Senators wouldn't look into this.
Guy loses and arm or leg to an IED and in VA's opinion, he's mentally unstable so they inform NICS and deprive him of his 2nd rights....that's what's been happening.
No chance whatsoever career bureaucrats have been told this how you will do it?

Then why does the Senate Veteran Affairs Committee want these Vets to be found legally incompetent by a judge?
Let me get this straight: Buy a double barrel shotgun, capable of firing only two rounds before a time-consuming and cumbersome reloading...and then just walk outside, no scouting or screening and thus; no possible concept of where any attacker(s) may be....and then brilliantly disarm yourself by firing two rounds off into nowhere! Umm....SERIOUSLY!? That's such a truly special kind of stupid that I had to watch it twice, just to even begin to believe I'd heard it right. In any case: Wouldn't his wife doing that disturb the heavily armed Secret Service agents?
Sigh! I'd say that any wishing to disarm someone who's unquestionably both mentally Ill and incompetent, have a real poster boy to begin with in that incurable village idiot biden.
