Most states require you to vote in the state you reside in. That is nothing new. That's why you use an absentee ballot to vote in the state you reside in.
 
So your story, like most of what you say is an outright lie.

What if it's only open infrequently?

What if the form of ID they've legally used for years (decades?) no longer works, and they don't find out until it's too late?

What if they're not allowed to cast a provisional ballot?
