Local 591 Officers to return to floor.

Dear Gary,
 
The Company has determined the need to modify its arrangement with Local 591 regarding union business time off for the Local’s officers.  As you recall, in December 2012, the Company implemented changes to its Union Business Administrative Guidelines (“Guidelines”) outlining the process by which TWU Local presidents may request time off from the Company for them or their officers in order to conduct union business.  Thereafter, you requested that Ken Durst, the former VP of Line Maintenance  authorize time off on a regular prospective basis for the Local 591 Officers, the President, Vice President, Recording Secretary and Financial Recording Secretary of Local 591 (“Local 591 Officers”).
 
In response, the Company unilaterally authorized an arrangement through which the Local 591 Officers would be permitted to be “off work” to conduct union business on a monthly basis, without the necessity of the Local president submitting monthly requests under the Guidelines.  The arrangement, described in Ken’s June 25, 2013 letter to you, provided that the officers would be off work each entire month, with 50% of each month designated as UBC and the remaining 50% as UBP.  As you know, however, UBP pay, where the Company pays the officer, is only authorized for work that is beneficial both to the Company and the TWU.  As noted in Ken’s letter, it was “recognized and expected” that UBP authorization was only applicable where a “significant amount of the officer’s time” would involve “interfacing and interacting with management on a regular basis.” 
 
The Company has found that over the past months, the Local 591 Officers have spent little, and certainly not a significant amount, of your designated UBP time interacting and interfacing with management. Indeed, you recognized this reality in your June 19, 2014 email, in which you advised me that you would no longer participate in our weekly calls (and you have not) and you further stated you did not believe these calls were producing any meaningful dialogue.  We have determined that, like you, the other 591 Officers spend little time working with the Company on matters that benefit the Company and the TWU. 
 
Therefore, as of January 15, 2015, the Company will no longer continue the arrangement outlined in Ken’s June 25, 2013 letter by which the amount of time off for union business for the Local 591 Officers referenced above is pre-determined.  We will plan to code payroll for you and the other three officers as 100% UBC effective January 15 .  If at any time you or the other officers wish to return to the work schedule on an ongoing basis, we can facilitate that with seven day notice.
 
Finally, Article 17 of the CBA permits TWU officers to apply for UBP.    You, as President of Local 591, may request UBP for yourself or the other Local 591 Officers (Vice President, Recording Secretary and Financial Recording Secretary) for union business on an as needed basis. As we go forward starting on January 15, 2015, submission of requests for prior approval for UBP to be paid for you or the other aforementioned officers will be made through my office in writing. Please copy Lisa Haddock in all requests to insure timely administration of those requests.
 
Note: vacation administration procedures for 2015 will remain unchanged through Donna Fitzpatrick.

Imagine that, the TWU is expected to follow the contract, and they will, and the company doesn't have to, and they won't. Now who's fault is that??
 
Get ready for a "fraternally yours" letter from Lombardo to Wroble that will be just as strongly worded as the 4% and prefunding letters that preceded the one to come. Those two sure showed he meant business!

I am simply amazed at how many times the membership has been crapped on over and over but still do not dump the twu.

I guess Overspeed thought I made this up.
Looks like the TWU's decades long love affair didn't carry over to the NEW American.

I believe Videtich took a lump sum payout in lieu of his TWU pension. No way was he going back to the floor.

I agree. The reason being that the special relationship the TWU enjoyed with prior AA management might be coming to an end.
