I believe that what the framers intended when writing the 2nd (not to mention theorist of the COTUS is a bit of a moot point.

Given the number of weapons in the US there is no way that guns will be eliminated out out public hands. The NRA can scream all they want but it want happen. I am sure the gun shops are laughing all the way to the bank because of all the suckers who are being guns at far above retail because of irrational paranoia.

The best we can hope for is to regulate who get to buy guns and they to reduce the number of weapons sold to those who should not have them. Unfortunately that will never happen. The vocal minority NRA will see to it that nothing gets accomplished.
