400s would be CRJ200 replacements,there is no chance that the existing route structure for PDT would work with Q400s. That means ATR42s to replace the DH8-100 fleet or abandon many of those routes. The added speed of the Q400 is utterly irrelevant on the vast majority of the routes that PDT flies. PHL to BUF is blocked 10-18 minutes longer on a dash 8 than a CRJ200 or E190 according to the schedule and most (if not all) of that is made up on reduced turn times.
The up-front cost is also significantly higher for the Q400 than the ATR72, on top of the 25-30% extra fuel consumption.
