PHL Runway 9R-27L resurfacing

According to the PHL Construction update, runway 9R/27L will be undergoing a rehabilitation that involves "pavement replacement". That sounds like it will require a period of closure.....

Target completion is Dec 2010, so a.) Has the city notified US (and other airlines) and b.) How will US (among others) adopt the schedules?

Now that runway 17-35 is operational at it's new length of 6500', how much of the US narrowbody fleet will be able to use it?
 
Considering the fact that DCA's longest runway is only 400' longer than 17-35 most narrowbody US aircraft should have no problem using 17-35 although there could be significant weight restrictions on many long-hauls if 9L-27R is not an option.

As for delays I see it only slightly worse than it currently is in times of bad weather and peak demand!
