All we really know from the aerial footage is that his arm moved down.
Was he losing his balance? Reaching for a firearm? Injured from going off the road?
Nobody except the troopers know, and I really don't expect any investigation to dive into that.
That said, at that close range, the troopers didn't have to shoot to kill. Without body cams or audio, all we can do is speculate.

Yep, they should have politely asked him if he was losing his balance, or if he was going for a pack of smokes so he could "assault" them. Had he done that, they were justified to take him in and have him hang himself in the jail.

He was CLOSER that the redneck was AND he was running AWAY from the cop....but 8 shots later - the threat is taken out.

Oooooo...anonymous is on the case. That makes it an Obama ordered murder of a unarmed man (with a gun on him) with his hands in the air (when they weren't by his waistband). It's sad this guy got shot...but why is it the guy running away from a cop that was shot 8 times (and at that range, if the cop missed he was a pretty lousy shot) just should have listened to the cop. I'm almost 60 years old....if I'm up to my knees in snow and "losing my balance"...I fall. with may hands in the air. Did it tons of times as a kid. Snow is soft. But again....if he JUST wouldn't have run from the cops (like black people do)....this would never have happened. Why should we give a white guy a pass from running when we are insistent that the black folks that were shot just brought it on themselves when they ran?
