While you're right, the Democrats in charge of Flint were neutralized by the Governor's appointment of Gerald Ambrose as the Emergency Manager. Flint has been in receivership since 2011, with Lansing calling the shots. Ambrose, who answers to the Republican governor, switched Flint from Detroit City water to the Flint River in 2014 to save a few dollars. Amrbose then refused to admit that the water was a problem until late in 2015:

Apparently, the theory is that the caustic Flint River water has caused lead to leach out of the ancient water pipes in Flint. The decision to dump Detroit water in favor of Flint River water stops with the Republican governor of Michigan.

It was obvious in early 2015 that the switch to the Flint River was problematic, as detailed by the New York Times in March, 2015:

On Monday, Flint’s City Council voted to “do all things necessary” to reconnect to the Detroit Water and Sewerage Department. Mr. Ambrose’s response was swift. Flint water today is safe by all federal and state standards, he said in a statement Tuesday. “Water from Detroit is no safer than water from Flint,” he said. “Users also pay some of the highest rates in the state because of the decreased numbers of users and the age of the system.”

Two state officials (Enviromental Mgmt) and one Flint official (Dir Pub Works) have already resigned. I suspect that Ambrose may eventually be indicted for his deception.
 
I lived in Ypsi for a couple, working out of DTW. This isn't surprising at all. Get a fishing license and it comes with a booklet with about 10 pages of rules and 150 pages of warnings on just about every lake in most of the state regarding not eating fish from those waters. the place is an environmental disaster area. Look up the River Rouge and a few others.
 
When I was up there, a huge ball of dioxin was found in the St Clair River somehow. It was about ten feet in diameter and even made the divers sick that were trying to clean it up. How it got there, nobody really knew..
 
Some will do some time once this is all sorted out.

Unfortunately, this will basically wipe out the already limited ability of a generation of Flint (of those who were contaminated).

DO you have any idea how bad it is in Flint? I believe a huge portion of the city was bulldozed in the last few years. When I was DTW in the late eighties, Flint was in dire straights and the rest of the area was on the road to ruin....mostly dead auto concerns either private or corporate.
 
And that's how the place got contaminated so bad.
