While you're right, the Democrats in charge of Flint were neutralized by the Governor's appointment of Gerald Ambrose as the Emergency Manager. Flint has been in receivership since 2011, with Lansing calling the shots. Ambrose, who answers to the Republican governor, switched Flint from Detroit City water to the Flint River in 2014 to save a few dollars. Amrbose then refused to admit that the water was a problem until late in 2015:cltrat said:as an aside without looking I'd bet Flint Mi is Democrat controlled

Mr. Ambrose’s response was swift. Flint water today is safe by all federal and state standards, he said in a statement Tuesday. “Water from Detroit is no safer than water from Flint,” he said. “Users also pay some of the highest rates in the state because of the decreased numbers of users and the age of the system.”
