They are not APFA members they have their own separate contracts and terms of employment with AA. Some route authorities and landing routes were conditional on their employment.

The bases are BOG-96, EZE-141, LIM-140, SCL-130
The latest numbers, as of Oct 2014 are:

BOG - 87
EZE - 133
LIM - 126
SCL - 120

Total - 466, 41 fewer than in Feb 2012

I've been watching the numbers for about a year now and have seen no increases, so I can only assume they haven't hired any replacements as people have retired.

given that all of these countries have or soon will have Open Skies with the US, can we assume that there is no legal reason why AA needs to retain these workers from the standpoint of AA's right to operate in those countries?

The only reason is that AA has a cheaper source of labor compared to carriers that have only US based FAs that fly to Latin America.

The FN F/As would love to join APFA, but are prohibited by their country's. Each base has a different country union, with different contractual items, reg and rules.

I've flown with several ex FN, as they have applied at AA and went to another few weeks of training, and are now based in the US and are APFA F/A's. Now and again we fly as one crew AA-APFA and AA-FN.BY the way they are salaried.

This didn't come about by APFA negotiations. It was an inheritance from Eastern Airlines and was passed onto AA when the Latin American routes were bought in the 80's.

And it was inherited by Eastern from Braniff. Seems that at the time, senior government officials had lots of daughters needing guaranteed employment...

and how many longhaul flights from Latin America to the US are crewed with these foreign FAs?

133 Argentine FAs has got to be a fairly decent-sized percentage of the FAs that AA needs to operate EZE flights.
same for other cities.
