All VOL transfers from that base must be honered before a displacement. So nothing to worry about there.
The E-line your speaking of.....
Over the past week I have taken several calls regarding the possible upcoming displacements from the PIT domicile and its possible impact on the more junior flight attendants in PHL. I did contact In-flight Planning in Tempe, AZ and at this point there is not a lot to report. I will attempt to pass along what we do know right now.
Since the VFLR has now closed, the company has all the data necessary to run the new staffing models. There are several different types of displacements one being an "absorption" and the other being a "bump and flush". I know most people are concerned about the bump and flush provision as outlined in Section 18-1 of our contract. I was assured that every possibility will be examined with the goal of attempting to avoid a bump and flush and minimize the numbers affected. Please keep in mind it's very disruptive to the operation and costly for the company to administer a bump and flush displacement. However, with that being said the company has not ruled out such an action. If the company anticipates the need to recall this year or there are openings projected in other bases later this year, it would not make sense to perform a bump & flush so, an absorption displacement may occur.

This means after all the voluntary transfers are awarded the people displaced out of PIT will go to whichever base they choose and the remaining holes in the bases would be filled by involuntary furlough recalls. This was exactly what took place in the last displacement back in June 2005. This seems to be the best outcome and we can only hope in-flight will choose this course of action.
A meeting will take place between In-flight Administration and the new Director of Crew Scheduling around March 14th to run the new models. As soon as AFA is informed of the company's decision we will pass that along to the flight attendant group via the E-line.
