I'm hopeful that the term "management" is a shorthand for upper management, at least that's what I do.
Interestingly, U itself only reported 31 employees as "general management" in data submitted to the BTS in 2002 (they apparently didn't report in 2003). That's out of over 31,000 total employees (per the reported figures).
