I don't think they are dragging their feet. This thing just got it's FAA certificate a few weeks ago, and they seem to be moving ahead pretty quickly now that they have FAA certification. Things are behind the original schedule, but no one can really blame US here. One of the big problems with the airlines is they are "quasi-deregulated". They deregulated routes and fares, but you need the FAA's blessing to take a leak.
