Why Can't We Pick Up Out Of Base Trips

i was wondering, why is it that we cannot pick up out of base trips from the etb. i mean it would be like picking up a charter. i think continental does this with their etb. it would be great if we could do this. example. if a f/a was based in bos and was on his/her day off and wanted to pick up a phl trip to let's say cdg. why couldn't that be done? if the f/a was not qualified on the intl service or the a/c then the f/a would be denied the trip of course (why bother even putting in for it). but if the f/a was qualified on the service why couldn't he/she get the trip?. they are doing it on there own time? doesen't even have to be an intl trip. what if the f/a wanted to pick up a trip to las out of phl and was based in dca? what's the difference. the f/a would be responsible to report for the trip as in a charter.

Because some bases don't get their time and those trips belong to that base. Why should someone from DCA with crappy trips (so I heard) be able to come to PHL ETB and take a great trip from a PHL flight attendant that wants it? If you want that trip transfer!

I am not trying to be nasty, it just wouldn't be fair to those in the base of the trip that you want.

what if they gave 1st dibs to the f/a's who that trip corresponded too but then there was cutoff on how long they had to pick up a trip then after that if no one picked it up it would be a free for all.
 
MidAtlantic F/As can pick up trips from any base. Some people who can't hold a block in PHL are based in DCA where they are a blockholder, but they drop thier DC trips into open time, pick up PHL trips and basically make themselves into a PHL blockholder.
