No one checked a ramp guy out to train others. If this occured, that is a grievable offence. According to the MPP only qualified Maintenance Training Instructors are able to qualify individuals outside of maintenance to start APU's or ride brakes.Seems like maint checked a ramp guy out to train the others,there not being trained by maint or training..

As far as the company putting this work into less expensive hands it has been done for a very long time now.
Most of the rampers don't want the responsibility that comes with moving an aircraft. Although some don't mind, the employees in TPA are being told that all rampers must be trained, not just the ones who are willing to take the responsibility.
