If I recall the numbers correctly, he claims that his leasehold interest was worth several billion dollars more than the insurance proceeds that he's received. Valuation of that leasehold is a somewhat subjective determination (like every valuable thing that appraisers value), and he simply wants a few billion more. I predict his appeals will be fruitless. Keeps a few lawyers employed on his behalf and contributes to more crowding of an already overcrowded docket in our federal court system.
