No I didn't miss the point.  Do the Russians actually fly their bombers around with live nuclear weapons?  The USAF stopped doing that years ago after some rather nasty incidents.  Give the condition of  the Russian bomber force I have a hard time believing that they do.

This includes the new Sarmat heavy ballistic missile, a future strategic bomber designed under the PAK DA program, new transport aircraft and airborne weapons. This year the air force has started evaluation tests of the fifth-generation Sukhoi T-50 fighter developed under the PAK FA program. The first order for this type is expected to be placed this year after procurement plans through 2025 are approved. By 2020, air defense is expected to incorporate an S-500 surface-to-air missile system that will have anti-ballistic defense capabilities".

Russian Air Force with a massive fleet Upgrade
The Russian Air Force currently operates the following fighter jets:
  • – 10 Mikoyan MiG-25 Foxbat
  • – 200 MiG-29 Fulcrum
  • – 34 MiG-29SMT Fulcrum E
  • – 100 MiG-31 Foxhound
  • – 150 Sukhoi Su-24M Fencer, 110 Su-24MR, 40 Su-24M2
  • – 110 Su-25 Frogfoot
  • – 60 Su-25SM
  • – 200 Su-27SM, 30 Su-27M2, 20 Su-33, 15 Su-34, all Flankers and Flanker variants 
The Russians will buy and operate by 2020:
  • – 24 naval MiG-29K/KUB to operate from Aircraft Carriers (classified as 4++)
  • – 30 Su-30SM
  • – 114 Su-34
  • – 60 Sukhoi Su-50 PAK FA 5th generation stealth Aircraft
From the current Russian Fighter aircraft, many will be retired by 2020, among them older MiG-29 Fulcrum, Su-24 Fencers and Su-27 Flankers. Those are the fighter jets operated in large numbers today. At the same time, the Su-25 Frogfoot and the MiG-31 Foxhound will be modernized.
It seems that the shift of economic power is mirrored by the air defense in Europe.

Russia was/is developing a new stealth fighter designated T-50.  The original production plan of 52 has been cut to 12.  Its reliability and capability are unknown.  India is complaining about the engines being under powered.  The article also says that Inda thinks the radar is sub-par and the stealth tech is bad.
 
They will back fill the void by making more Su-30 (designed in the 80's) and the SU-35 (also designed in the 80's).
