About the bolded portion - that's irrelevant. Liability doesn't hinge on a union requiring compliance with a suggested work slowdown - strong recommendations to refuse overtime have been sufficient in previous cases.

So in this great country of ours, a union member can't voice his/her opinion regarding the current status of negotiations with fear of legal action?
Recommendations coming from the International may be sufficient, I doubt a single member recommending it is enough!
