IMHO: It is possible that someone left the steering bypass pin installed with the tow bar disconnected. That would allow even a fully chocked aircraft at risk of jumping the chocks. I saw it happen with a 727 in a similar weather situation. Luckily we caught it while the aircraft was on her way to the adjacent gate.
