I'm no tech geek but I don't believe so. The IP address (internet provider internet address) depends on the provider. Take your laptop to an internet cafe in Paris (France) and there would be a different IP address. In fact, if you've got cable or DSL internet, most of those providers use dynamic address assignment - if you're inactive for a certain period of time your connection ends until you use the connection again, at which time the provider will assign your computer (smartphone, whatever) a new address.3. If Seeham wants to push it, can an IP address of a particular computer be determined through sales info??
What can be done (probably need a court order) is to get the internet provider's records and see if a given computer was connected to that IP at a given time. In Seeham's case, he had the email headers which can be used to track the email back to at least an IP and possibly a specific account with that IP.
