Well, you are assuming that something the US government does will work as designed. Then there is the problem that it might be a chemical weapon. Then there is the problem of 130,000 miles of US coast line.
I am not of the opinion of if the US will be attacked again but when. It will make no difference who is in office. I think it is statistically unlikely that you can catch them all.
