This is not necessarily true if one tries to interpret the "Davespeak" meaning. In "Davespeak," 20 destination from PHL to Europe could merely mean additional USAirways coded flights flown by Star Alliance partners. At European stations the ticket agents are US employees, the check-in agents are contracted. This is fairly standard in Europe.
