More Ways To Not Save Money

Well heres the scoop. We have openings in Tampa because they started calling involed part timers this week to fill openings. This means that when they get called back they will be getting benefits, etc.
In the mean time, we have about 10-12 agents who were invol displaced to part time getting full time benefits (just not the hours). Why wouldnt the company save money by calling some displaced full timers back (getting 40 hours a week) and not having to pay MORE benefits than they are getting already, and instead they are calling MORE people back who they will have to pay benefits to? Can anyone explain the reasoning to me other than the fact that they dont want X amount of FT agents? What do they lose by recalling agents to full time? Why are they throwing more money away. Its not like these agents they are calling back were just displaced, they have been gone for 2-3 years and most have moved on to other jobs. Of course they are going to eventually probably get to hire off the street, but they are still going to have to 1) spend money and time to train and 2) still pay them some benefits.
Anyone?
