This will turn into the biggest IT rip off ever. Its not mentioned in the article, but the first go round wasted 6 billion cause some idiot thought it would be better to go with propriatiary hardware instead of off the shelf parts. That whole project was scrapped. I suspect the problem is becaseu they have people from the good old boys club whoe barley understand how to use thier email making the decisions on which contracts to sighn.
