DOT awards AA an additional Brazil frequency for Belo Horizonte

DOT awarded AA one additonal weekly frequency so that it can expand its MIA-Belo Horizonte service to four times a week. In a deviously clever move by Delta, AA's new frequency is restricted. Delta gets the two former UA frequencies it sought so that it can initiate LAX-GRU (a sure loser if ever there was one). Here's the docket (order is the last one):

So when DL's new LAX-GRU fails, it has unrestricted Brazil frequencies that can be used anywhere.

Largest Japanese population outside Japan lives there too. LAX is almost right on the path from Japan to Brazil. Add the Mormons too.

So maybe LAX-GRU isn't a sure loser? What has attracted Korean Air to fly three days a week LAX-GRU? Doubt it gets a single Japanese passenger; JAL's JFK-GRU probably attracts the Japanese market. Are there Koreans in Brazil? Significant industrial/business interests?

So should AA have beat DL to the punch and moved one unrestricted MIA-GRU to LAX-GRU?

Actually, Korean Airlines flies from NRT to LAX in addition to ICN to LAX. I imagine the feed from their Asia flights supports the Brazil frequency,although it must still be a thin route I imagine.
