My Spin: To me this looks like not a terrible loss for "USAPA experiment" as it puts NIC in trash.

Actually, you moron, the panel nailed the coffin shut on the Nicolau list.  They made a definite reference and defined THREE seniority lists, none of which is the Nicolau list.  You bring to the table the west list, and the west list only.

Can each merger committee submit and argue a method to create a single list?
 
Your fear of an arbitration you can't weasel out of is noted.

well if that's all they got, it begs the question as to why USAPA spent millions of dollars to stop the West from getting a voice. Hmmm. I wonder why.
