Here is an Extra Clue for you. PHL-SYR is served by which LCC? Give up? Thought so. PHL-SYR is a GoFare city. Kinda kicks your argument in the assets. Others will follow.

PHL-SYR is not served by a LCC. Is any other GoFare route not served by a LCC, either nonstop or 1-stop?

They've got to test whether GoFares actually work in market like PHL-SYR, where US is not forced to match LCC fares. Do bringing GoFares to a market where US has a small smidgen of pricing power left actually make the route lose less money? Considering that GoFares are probably overly simplified for an airline as complex as US, I am guessing that they don't.
