If it was college, surely you were taught (schooled) by a professor somewhere how to properly cite articles. I know this is an internet blog forum and you are not being graded. However, I try to practice those proper methods in all forms of communication.

Before you search my posts and point out areas where I have not done this, I will admit that I am not without flaw in my writing, grammar, spelling. I do try. I really wish some here would try and proofread their posts before hitting the "post" button (Ms. Tree). Saying you are posting from a phone or fat fingering only worked for about the first week.

Specific to posting other peoples work on this forum, I am certain that you can post portions of articles with proper citations. One should never copy/paste an entire article of a copyrighted work without express written permission from the author.
No. I never took part in a government retraining program.
 
I did make a post where laid off workers from American Airlines could get free training.

They were offering free training in welding, CDL, diesel mechanic, and machining. All of which I understand pay well. 
 
That was my attempt to help my coworkers that I knew would be getting laid off, which is more than the TWU did I might add.
 
I did go to school but I covered over half of the cost myself. The other half was covered by a grant. 
 
I am not fully versed on copyright law. I am not a copyright lawyer nor a professional writer. I thought as long as I posted the source (I did post the link to the article) and author (i did) then I met the requirements.

I apologize for mistaking your retraining.

You are incorrect about the posting of an entire article. The APA has a great guide that will keep you from getting in trouble.

I try to follow it all the time. It is a challenge when writing in today's internet world without plagiarizing somebody. Look at some of the prominent writers who have been trapped in recent years.
