Research paper points out 6.4% non citizens voted in 2008 and helped elect Obama.

Researchers writing in the peer-reviewed Electoral Studies journal in 2014 estimated that 6.4 percent of noncitizens voted in the 2008 election. The 2014 paper Do non-citizens Vote in U.S. Elections? notes that while there is a legal ban on non-citizens voting, “enforcement depends principally on disclosure of citizenship status at the time of voter registration.”

The study authors found that noncitizen voters favored Democratic Party candidates and voted in sufficient numbers to change the composition of both the Electoral College and Congress. In particular, they found that noncitizen voters “likely gave Senate Democrats the pivotal 60th vote needed to overcome filibusters in order to pass health care reform and other Obama administration priorities in the 111th Congress.”


 
Minor detail - non citizen does not equal illegal. But what I find amazing about this study is that these non citizens, most of whom are trying to follow the legal way to become citizens would admit that they cheated in an election by voting in races that they weren't permitted to vote in. And if you are illegal and know that you could fast track your deportation by voting, then the last place I would expect to see them is at a poling place.

While there are some states that allow non citizens to vote in local elections, I wonder how he got the voting record of the non citizens so he could state that 6.4% were voting in a federal election. I might buy that 6.4% voted in local elections only, but this study begs the question - where did they get their data?
