Why is does it seem like the new Charlotte runway is closed at night?

Also, why did they start using runway 23 for arrivals?

They have been using 23 for south flow arrivals for 24 years that I know of, probably longer. 18R/36L is closed at night, as is usually 18L/36R. In a north flow they use runway 5 at night as well. It has to due with noise and the neighbors in the area.

The new runway 18R/36L closes at 2000 because the new firehouse is not complete and due to the distance from the old firehouse they have to staff an emergency crew somewhere closer to the runway. They only staff it until 2000, so the runway gets closed after that. I think the new firehouse will open in July. All runways except 5-23 are closed to jets from 2300 to 0700 for noise abatement.(I think I got those times right)

18L and 18C are not closed at night except if there is notam for cons/paint, they are kept open for operational needs...I think the Brazil flight used 18C a couple of times the last couple of weeks at about 02:00...
