No, US typically issues a press release when it announces new service. In these cases, US has not announced (nor even planned) service. It merely wanted the authority in advance to make it easier should it want to start service in the future.

thanks for the clarity...i was beginning to think that this proposed expansion was just a manifestation of some people's dreaming. what is the likliehood of our request to be granted? are there politics involved or is it just a formality?

It was already granted. In this case, it was just a formality, since the United States has Open Skies with all the countries involved.
