Not that it is really any better than the AWA Certificate, it's just that the "East" certificate has more critical/necessary authorities attached to it which would be difficult and time-consuming to get put on the AWA certificate. 180 minute transatlantic ETOPS is one. 162NM offshore waivers is another.
AWA's 757s are now ETOPs. Proof: AWA now flies to Hawaii.

Regardless, I agree that it makes more sense that the USA certificate is the survivor.
 
If oil skyrockets to $100 +, the entire industry will immediately go into Chapter 11. All taxes on jet fuel will be suspended, a hefty surcharge will be levied on tickets, the economy will go in to a deep recession and I will get rich selling bicycles.
