Delamination was noted in logbook prior to flight. Per Corporate guidance, MIA maintenance deferred repair and put a note in logbook not to use that part unless necessary. 
No doubt disciplinary action will be taken against the ramper who was responsible for cleaning that part of the cabin and failed to seal the window shades down allowing the passengers to see the delamination.
