The understanding we have on these is, like when Delta started using the Carbon brakes on the 73Ws, this is going to be the new standard across the 737NG and 737MAX fleet world wide.
 
correct me if I am wrong but this is a supplier decision made by Boeing. DL just happens to be rolling out the new lavs.

And in the small response that DL made, they said the difference in the interior space of the lav is minimal... the difference in design comes from better using wasted space.... doesn't take too many trips to an airplane lav to realize that the counter is far bigger than the sink itself and the space is not terribly well used....

and it wasn't mentioned that there are still handicap lav requirements and these design changes only affect the rear two lavs. Not sure how many the 739 will have but for comparable seating, the 757 has 4.
