If during that 5 years, you have taken a leave or been furloughed your "pay"seniority would be adjusted to relect that
But, if I remember correctly anyone hired in the first 3 months of 1999, was adjusted to April 1999, since that is when the 1st contract took effect, so the 4/99 pay seniority would be correct.
This was done because in the PPG scale, raises were done in 6 month increments during the first 2 yrs. The Union Contract replaced that with yearly raises at a higher rate.
