Yes, highly unlikely to the point ludicrous. By doing that the Ukrainians would ensure immediate invasion by massive russian armor formations, and would remove most of their international support which might have deterred said invasion. Game Over...especially for the leadership who made the decision.

Nobody is that stupid. That would be like the Canada trying to shoot down AF one but make it look like Mexico did it"

So,, does the same standard hold for the US?  Are we terrorists for shooting down a civilian airliner down in a war zone?
 
In 1988, the U.S. Navy ship Vincennes shot down an Iranian civilian flight, Iran Air 655, killing all 290 passengers and crew on board.

Ukraine finally admitted yesterday that its military shot down a Russian airliner that crashed into the Black Sea last week, killing all 78 passengers and crew.


Evhen Marchuk, the chairman of Ukraine's security council, conceded that the plane had probably been brought down by "an accidental hit from an S-200 rocket fired during exercises".

I think that proves the opposite of what you intended.  if anything it probably made the Ukrainian air defense forces extra careful about launching a SAM.
 
To quote Putin on this tragic accident "But the weapons used in those exercises had such characteristics that make it impossible for them to reach the air corridor through which the plane was moving."   Putin was dismissive of American claims that it had been accidentally shot down.

Reagan's actual response and the one being talked about on Fox and talk radio are two different things.
 
War is not the answer but Russia and its terror group rebals sure need to be brought to justice over the downing of MH 17   May those 298 victims RIP
