Alternate airports aren't "canned." A legal alternate has to meet specific weather conditions and forecasts to be designated. On that night I'd expect something in the Kansas City or Omaha area (west of Chicago where the weather had already cleared) to be the nearest legal alternate.

I seem to recall a report that said that a corporate aircraft ("bizjet"--don't know what make/model) was the arrival immediately preceeding WN1248. Also recall that pilot of same reported 'fair to poor" braking conditions on the runway.

Relying on braking actions reports is something that cannot be relied on by itself. It allows personal opinion into the decision making process regarding safety. The FAA wants airports to rely on scientific data in regards to braking action on runways to help protect them for liability reasons. The coefficient of friction(Mu)is what is measured for scientific data that is givien to the airlines per the ACM(airport). Anything under 40 for the coefficient of friction is NOTAMable for the FAA. If you look up the performance data between airlines, they also have different conversions between the Mu value and what they consider Good, Fair, Poor, etc. with Pireps.

For example, according to our charts, a Mu value of 30 is considered poor by Southwest, fair by American, Poor by Delta, Fair by US Airways, Fair by United Airlines,Fair by Northwest Airlines, and Good by Continental Airlines.
